Project Overview

The locality of Lakelands in the northern area of City of Mandurah is one of many residential growth centres. With this growth comes the need for services, including potable water supply for new housing and to maintain mains pressure for the interconnected areas.

With the elevation differences in this location, reliable water supply is dependent on buffer capacity and additional pumping to ensure that housing in elevated areas and those distant from supply sources are serviced with compliant pressure. A developer funded water source was required to service significant property growth in the immediate area. This required the design and construction of an 850 kilolitre reinforced concrete ground tank, booster pumping station with associated electrics and a PVC pipeline from the tank site to connect to the existing network. All works would become a Water Corporation asset and would therefore be required to be designed and constructed to their standards.

As a Tier 1 Water Corporation Contractor, DM Civil was invited to price the project and was awarded a contract with the client to construct the works.

DM Civil is a Tier 1 Water Corporation accredited contractor and is registered on the Critical Services Panel to provide scopes in all aspects of pipelines, plastic welding, trenchless construction and concrete construction for potable water.

Significant achievements and benefits

Stakeholder management was a significant challenge for the project. This included the residents and businesses along the pipeline route, City of Mandurah, the adjacent civil contractor constructing lots and the local asset operator from Water Corporation, for tie-ins and shutdowns.

The key component of the project was the construction of the concrete tank. Being a potable water tank for public supply, the standards for construction are quite stringent. All components are subject to extensive testing and compliance, including concrete, stainless steel pipework and manway, steel handrailing and stairways and alloy security screens and gates. Prior to forming and pouring of the tanks, a sample panel was constructed and tested to ensure conformance to the required high standards. This added a significant period to the concrete programme.

A major challenge for the project was selecting a new alignment for the water main. After positive identification and location of existing services was carried out, the design alignment was deemed too close to the parallel gas main. The option to install the main to a new alignment under the road was opposed by the LGA with the final directed alignment still close to services, therefore making for very slow production. This again, added a significant period to the construction programme.

Inspections and commissioning of the works was a multi-faceted undertaking with so many varied elements. The concrete tank passed leakage as well as bacteriological testing. The pipeline was pressure tested under a complicated regime due to the fact that the midpoint had a polyethene pipe segment in a trenchless crossing. The booster pumpset required a redesign of the thrust arrangement, making the civil, electrical and mechanical testing combined, a protracted process.
