Project Overview

Champion Lakes in the City of Armadale has a purpose built series of bore fed lakes including a world class rowing course. The original excavation produced millions of tonnes of earthworks spoil which was sold to private interests over several decades and used as fill material for low lying land developments.   

The course hosts international rowing and canoeing events, the annual private school ‘Head of The River’ rowing regatta, and all manner of private boating pursuits. Walking trails and activity areas have also been constructed to create a general outdoor activities theme.

The surrounding precinct is the subject of housing development generally under the management of DevelopmentWA, the WA state housing authority. This was  originally created to provide industrial and commercial lots, and in more recent times, to provide residential land additional to private developers.

DM Civil is a Tier 1 panel contractor for DevelopmentWA and has constructed several stages of development in this area over the decades. We were successful in securing Stages 7B and 7C as a combined project with Stage 7C as an optional addition, which was awarded mid-contract.   

Ground conditions in the Champion Lakes area can be challenging. The strata can change significantly over short distances making interpretation of geotechnical studies difficult.

Significant achievements and benefits

DM Civil’s close relationship with the client spanning several decades was undoubtably a factor in the award of this contract to transform a difficult site into saleable lots. This advantage to the client was also driven by the superintendent from the consulting engineer, also well know to DM Civil.

A significant task in the Stage 7 works was to deal with an existing stockpile of unsuitable material that was a legacy of previous stages. The stockpile was first tested for signs of asbestos containing material (ACM) and any other hazardous substances including heavy metals and hydrocarbons. A small amount of non-friable asbestos fragments was disposed of appropriately off site and the remainder deemed acceptable by our environmental consultant. We were able to bury the majority of the remaining soil in deep fill areas on site as a cost saving to the client.

With the volume of fill required to raise the site to design level, any useable insitu material was high value. DM Civil test pitted the earthworks area and calculated the volume of sand material available for use. This material was mined and stockpiled while the previously stockpiled clay material was transferred into the deeper excavation and then compacted and levelled in preparation for the return of the sand material to the top layer. This was another saving to the client in imported fill reduction.

The roadworks component of the contract included a roundabout connection to Lake Road from the entrance road to the development. After positively locating the existing services, it was discovered that an existing high voltage power cable and a gas main were both clashing with the vertical alignment of the proposed roundabout pavement. DM Civil was called on to use established relationships to carry out liaison with both authorities for relocation and for constructability advice on the design.

Overall Benefit

This project spanned the period of the worldwide COVID-19 pandemic. As such, the delivery of the project was challenged by state imposed work and movement restrictions that caused severe disruptions to the progress of the works. DM Civil managed these challenges to deliver the project on programme and budget.
